Socio-économic data

The collection of socio-economic data from professional fishermen makes it possible to calculate economic indicators by fleet segment and contributes in particular to evaluating the economic performance of each fleet and the impacts of the implementation of management measures. It also makes it possible to evaluate the weight of French fishing in Europe, the share of fishing in the national and regional economy as well as the attractiveness of the profession and the impact of cost variations such as the cost of fuel.

Statement

Vessel earnings and cost structures, crew, capital, fishing activity are the main data collected each year.

• Sampling design(s) :

The surveys are annual and are carried out on a sample of fishing vessels representative of the fleets (main fishing gear used, length classes and ports of registration).

The SSP draws up a national sampling plan, which it then divides into two sub-samples for its two collection partners:

- Ifremer, which carries out field surveys

- the Laboratoire d'Économie et de Management de Nantes-Atlantique (LEMNA), which collects accounting data from management centres.

• Precision on the type of data:

The data collected is confidential. The survey is labelled as being of statistical quality and of general interest. The data disseminated are aggregated data respecting the constraints of statistical confidentiality. The aggregated data are made available as part of the European Commission's annual report on the state of the fishing fleet. The individual data are made available to researchers via the Secure Data Access Centre (SDAC).

• Parameter(s) observed or measured :

Data collected by IFREMER during the survey:

- Information on the respondent and his/her entourage: contact details of the person(s) surveyed, other vessels operated, association with other vessels, family involvement in the fishing enterprise

- The vessel: year of acquisition of the vessel, purchase price, sources of funding for the vessel, current loans, insurance, subsidies

- Schedule and activity: number of days at sea per year, number of engine hours per year, number of men on board, duration of a trip, trades practiced, licences

- Fishing gear and rigs: purchases and renewals of fishing gear and rigs

- Income and costs: turnover, marketing channels used, contribution to a weather fund, amount of landing taxes, intermediate consumption (fuel, oil, ice, bait, food), membership of a producer organisation, membership of a management centre, contribution to the fisheries committee, other professional activities, retirement, maintenance and repair of the vessel, change of engine and other equipment expenses

- Crew and method of remuneration: number of people on board, remuneration system, total annual cost of crew, personnel costs, wages

- Observer's assessment: reception of the respondent, reliability of the survey, sources of data (accounting or other data) and comments of the surveyor

• Resolution of the parameter(s) :

Data are banked by vessel and year.

• Format(s):

IFREMER transmits the data per vessel to the SSP via a dedicated ftp server, to which the SSP is the only department to have access. The SSP retrieves these data and stores them on a dedicated computer server, then makes the individual data collected by Ifremer and Lemna available to researchers via the CASD. The data disseminated are aggregated data that respect the constraints of statistical confidentiality. This rule is applied both for national dissemination and for the transmission of economic indicators to the European Commission.
